KCCA Conference Opens in Hutchinson with Focus on Leadership and Collaboration

The 50th Annual KCCA Conference began in Hutchinson for an engaging event of county leadership, energy policy discussions, networking, and great hospitality.

This year’s theme, Charting the Course, reflects KCCA’s commitment to providing Kansas county commissioners with practical education and strong advocacy on issues affecting counties statewide. This year’s conference will serve as an important forum for discussions on energy policy, budgeting, and other issues shaping the future of local government. Strong vendor participation and heavy equipment displays will also make this one of the most engaged KCCA gatherings in recent years.

Conference schedule at the Hilton Garden Inn:

 • Wednesday, April 22 
 • Registration open from 3:00 to 5:00 p.m. in Conference Center hallway outside the Apollo Ballroom (see map)
 • Vendor setup from 12:00 to 5:00 p.m. 
 • Opening reception at the Hutchinson Zoo with tours and animal encounters! Dinner provided by Carrie’s Beer Garden Printed directions to the Zoo will be available on-site

Thursday, April 23
 • Full day of conference sessions focused on energy, budgeting, and county leadership
 • Luncheon keynote featuring a talk not to be easily forgotten by Trooper Ben! 
 • Spouse tour hosted by Visit Hutch featuring Apron Strings in Downtown Hutch with the Reno County Department of Aging generously providing transportation
 • Evening dinner featuring a 12-ounce ribeye steak, included with registration!

Friday, April 24
 • Closing morning sessions, including a special Kansas focused report from National Association of Counties’ Tammy Tincher
• Vendor expo concludes at noon

Thursday’s meeting began with the Hutchinson Fire Department Color Guard presenting the colors, followed by a performance of the national anthem by Lauren Storm of Greater Hutch, setting a respectful and patriotic tone for the day.

The program followed with an invocation from Debra Teufel, who set a reflective and purposeful tone for the gathering. In her remarks, she emphasized the weight of public service and the responsibility entrusted to local leaders across Kansas. She called on officials to lead with integrity, humility, and careful judgment, reminding them that every policy decision ultimately affects real people—families, businesses, and communities. Teufel encouraged collaboration over conflict and urged attendees to value differing perspectives as they work toward shared goals. She also highlighted the importance of responsible stewardship of public resources, with an eye toward leaving strong, resilient communities for future generations. Her invocation concluded with gratitude for those in attendance and a prayer for guidance, compassion, and safe travels.

Following the invocation, Reno County Commission Chair Ron Hirst welcomed attendees on behalf of the Board of County Commissioners. He expressed appreciation for the opportunity to host the event in Reno County and voiced optimism that the conference would be both productive and timely. Hirst noted that many of the issues addressed in the program reflect challenges faced by counties across the state, making the discussions especially relevant. He encouraged both rural and urban commissioners to use the event as a chance to connect, share ideas, and better understand the common concerns that unite their work. Keeping his remarks concise and personable, Hirst added a touch of humor before concluding his welcome.

Terry David, Rice County Commissioner and current president of the Kansas Association of Counties, followed with remarks that underscored the value of partnership and collaboration. Speaking on behalf of the association, he highlighted the strong working relationship between county leaders and partner organizations and emphasized the importance of continued cooperation. David encouraged attendees to take full advantage of the conference by engaging with one another, sharing experiences, and seeking out solutions to common challenges. He noted that gatherings like this provide a unique opportunity to move beyond individual perspectives and learn from peers across the state, ultimately strengthening counties through collective knowledge and collaboration.
